How the annual count of FEMA disaster declarations has changed from 1973 to 2026, including the major-disaster and emergency split, rendered live from the OpenFEMA registry.

Research question

Has the number of federally-declared disasters per year risen over time, and how much of any increase is driven by Major Disaster declarations versus shorter-scope Emergency declarations?

Methodology

This chart draws directly from the current dataset for every year with at least one declaration, showing the total count plus the major-disaster and emergency breakdown. The series spans 1973 to 2026. FEMA records each declaration against a federal fiscal year (October through September), so a year's count reflects fiscal-year timing rather than strict calendar-year incidence, and the most recent year on the chart is typically still in progress and will rise as the year completes.

A rising declaration count does not by itself prove that more disasters are occurring. Three forces move the line independently of weather: federal policy (the threshold for what qualifies for a declaration, and how readily governors request one), administrative practice (a single large event can spawn separate Major Disaster and Emergency declarations), and exposure growth (more development in hazard-prone areas means more federally-recognized losses). We separate the Major Disaster (DR) component because it is the most severe designation and the least sensitive to administrative inflation, a sustained rise in DR declarations is a stronger signal than a rise in the total alone.

Are FEMA disasters becoming more frequent?

The trend is upward

Across the 16 years in this series, FEMA recorded 1,132 disaster declarations in total, of which 387 were Major Disaster (DR) declarations. The most recent five complete years average 128 declarations per year, compared with 54 in the five years before that, a change of +139%. The busiest single year on record is 2024 with 162 declarations.

Major disasters are driving the rise

Because the Major Disaster share is the least sensitive to administrative inflation, its movement is the cleaner signal. In 2024, 88 of the 162 declarations were Major Disasters. When DR declarations rise alongside the total, rather than the total rising on Emergency declarations alone, it points to genuinely more frequent or more severe events crossing the federal-assistance threshold, not just a looser declaration process.

The older years set a lower baseline

The early part of the series sits well below today's levels. In the years before the most recent decade, annual counts frequently sat in the low tens rather than the hundreds, reflecting both a narrower dataset and a period when fewer events crossed the federal-assistance threshold or were logged in OpenFEMA's modern format. That low baseline is part of why the recent five-year average looks elevated: some of the apparent growth is the dataset becoming more complete and the declaration process becoming more routine, not purely more frequent weather. Treating the earliest years as a hard floor for comparison would overstate the trend; the more conservative read compares recent complete years against the immediately preceding ones, which still shows a clear upward drift.

Emergency vs. Major Disaster mix

The split between Major Disaster (DR) and Emergency (EM) declarations is as informative as the total. Emergency declarations are narrower, often issued in anticipation of an event and capped at a lower federal cost ceiling, while Major Disaster declarations unlock the full slate of Individual and Public Assistance after damage is assessed. Years dominated by Emergency declarations tend to reflect proactive, lower-cost federal involvement; years where Major Disaster declarations make up a large share signal events severe enough to require sustained recovery funding. Reading the two columns together, rather than the headline total alone, is the most honest way to judge whether a given year was genuinely more destructive or simply saw more administrative activity.

How to read the most recent year

The final bar on the chart, 2026, should be read with care: FEMA logs declarations throughout the fiscal year, so a year still in progress will show a partial count that climbs as the year completes. Comparisons of completed years to completed years are the reliable way to judge the trend; the partial year is included for currency, not for ranking.
