A reproducible release comparison

This report compares the same state-total field in two retained PlainHazard FEMA OpenFEMA snapshots: PlainHazard FEMA snapshot rebuilt 2026-06-08 (June 8, 2026) and PlainHazard FEMA snapshot before the next ETL refresh (July 25, 2026). A declaration count records federal action and its designated areas. It does not measure every local event, personal safety, or future risk.
