What Flood declarations mean here

Flood is the most frequent declaration type on Cache County's record, 43% of its declarations. Federal flood declarations cover two mechanisms that behave very differently: riverine flooding, which builds over days as a watershed drains and is usually forecast well in advance, and flash flooding, which can arrive in under an hour from rainfall that fell somewhere upstream.
