Flood is the most frequent declaration type on Clark County's record, 41% of its declarations. Cold Wave measures exposure to extreme cold rather than to snow. Its harm is concentrated in health effects, burst infrastructure and energy demand spikes, and it falls hardest where the building stock and the grid were not built with sustained cold in mind.
