Flood is the most frequent declaration type on Indiana County's record, 28% of its declarations. Landslide risk is a function of slope, soil and water, so it is usually a SECOND-ORDER hazard: it is triggered by the rainfall, snowmelt, wildfire burn scars or seismic shaking that came first.
