Flood is the most frequent declaration type on Contra Costa County's record, 38% of its declarations. Earthquake is the model's clearest example of a hazard with no season and no warning. Its expected loss is driven less by how often shaking occurs than by how much of the building stock predates modern seismic codes, so exposure can be high in places where nothing has happened for a long time.
