Flood is the most frequent declaration type on McKinley County's record, 45% of its declarations. Lightning is modeled as a high-frequency, low-per-event hazard: strike counts are large, but each strike affects a very small area. Its aggregate cost accumulates through structure fires, electrical and electronic damage, and it is one of the few hazards whose risk is essentially continuous through the season rather than episodic.
