Flood is the most frequent declaration type on Hancock County's record, 42% of its declarations. Drought is the slowest of the modeled hazards and the least visible: it does its damage to agriculture, water supply and soil over seasons rather than hours, so it rarely produces the kind of single-day damage that drives a disaster declaration. FEMA scores it in event-days per year rather than discrete events for exactly that reason.
